T.P., I think we have two different issues going on at the same time, as you demonstrate by your discussion of Tony Timpa. (Thank you for that, I live in DFW but missed that one.)
One issue is the manner in which police apply force, which requires reform. Death from positional asphyxia is a known potential consequence of excited delirium, and officers must know how to mitigate the risk instead of ignoring the risk and making it worse. Either autopsy points to reckless disregard for human life.
The other issue is our system which puts black Americans on the receiving end of police use of force in disproportionate numbers, which requires different reforms. - Brian
